[Koha-translate] [Koha] Right To Left in Arabic KOHA

Hey Guys,
I support Ruth Bavousett's suggested approach if it can be generalized over
all CSS components.
Based on our experience with Arabic Koha (you can visit some Arabic/English
Koha sites to see it in action:

ID and Password), it must be R2L tweaked manually at almost every component
level in the CSS to appear correctly in R2L. This is the reason we have to
create and maintain an Arabic CSS for every Koha OPAC site interface.
We will be happy to work on Ruth's suggested implementation when his work
becomes available for testing. It will be awesome to see the Arabic Koha
(say ver. 3.10) comes billy dancing (middle eastern good-time expression!)
out of the box without having to tweak each component in order to look
super from right to left.
