[Koha-translate] It's string freeze time again

Hi all

In preparation for the release of 3.8.6 next week, I'd like to call a
string freeze now.

Frederic as one of your last duties as translation manager can you
please update the .po files (or maybe show Ruth how to).

I'd like to take this opportunity to thank Frederic for all his hard
work as translation manager, he has done a fantastic job.
