[Koha-translate] upgrade po file from koha 3.6.1 to 3.8

Hi Katrin

We have checked everything but the perl translate install eu-EU leaves
plenty of untranslated strings that are translated in the po file...., we
have not modified the en files.. we are going to investigate little deeper
to try to figure out why some strings are translated an some not
