[Koha-translate] Translation in Tamil

Yogesh,

I've added Tamil and Tamil (Sri Lanka) to the translation system; If we
don't need one or the other, let me know, but Koha has placekeepers for
both, so I added both. :)   It looks like someone had started on the ta_LK
translation at some point in the past.

Please let me know if you need anything else, and thank you for your
participation in Koha!
