[Koha-translate] New translation files: Basque (Staff) and Catalan (Spain)

Ruth,
there is a little problem with file names in Catalan an Basque

I think that they could be changed:
Catalan: ca_ES-* with underscore, not hypen "-" as normal, to ca-ES-*
Basque: eu-*, to eu-ES-* (I think the Basque Country is still in Spain)

Just for consistency :-)
