[Koha-translate] fr-FR PO update broken

Hie,

Reported in http://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=10413
The fr-FR PO files can not be updated anymore because there are two 
identical definitions : mgsid "".
The problem comes from the second definition at the end of the staff PO 
file.

I've looked at Pootle but this definition is not visible.

How can it be corrected ?
