[Koha-translate] Belarusian translation for Koha

Welcome everyone who is interested in Belarusian translation for Koha ILS.

Bernardo Gonzalez kindly made Belarusian section 3.14 and copied the
existing Russian translation.
Since then translated into about 200 strings, mainly the first screen of
OPAV and staff interfaces.

For those who want to help with translations, you must register on
http://translate.koha-community.org,  select the Belarusian language in
settings.
By default, registered users can make suggestions. To get approval rights
(and other rights) please contact to the current Koha translation manager
(Bernardo Gonzalez).

During translating please follow terms sustainability, for this can help
terminological dictionary (like a
http://translate.koha-community.org/uk/terminology/).
