[Koha-translate] Add language Arabic Egypt

Dear Mahmoud Bekhit,
we have a very complete Arabic translation, have you tried it?

If you think that an Egyptian version is needed we can base it on current
Arabic files. They will be prefixed by 'ar-Arab-EG'.
