The translation is created just before (usually 1 month) a new major 
version is released.
It's created by copying the previous version and running a script that 
update strings.
Once a version has been released, each translation lives its own life.
Thus, if you update a string in 3.18.8, it will NOT appear in 3.20.2, 
nor in 3.22.0
