[Koha-translate] tagalog translation

Hi,

I saw mark translated something on Koha 17.05 2017-06-23 02:26, and
angielyn005 translated on
Koha 16.05.

May I suggest angielyn005 join mark on Tagalog translation with latest
Koha 17.05.
