[Koha-translate] tagalog translation

[Gaetan Boisson]

Oh i hadn't noticed this. The language code is tl, which is clearly 
tagalog. Maybe i don't really understant how the entries are organised 
in pootle.

There doesn't seem to be a terminology project for this though. Is there 
a way i can create one myself?
