[Koha-win32] Koha W32 Installation Directions

Up until now, the Koha WIN32 Port has not be represented in the
installation section of the manual...but got mentioned as "under
development", with a note to join the mail list.

Assuming you all, collectively as users and devel folks, believe it is
ready to be included in the formal documentation, I'm ready to include
whatever you think is necessary [my instinct is to simply SGML tag and
proofread the
