I agree, however, I'm not sure that Windows servers would be 
unable to use Koha with Zebra ... it sounds to me like the only
problem is the 'sort' functionality in Zebra when using Zap to
access the database.

As far as I know Zebra will work on Windows ... notice that Tumer was
referring not to Zebra but to Zap which is a Z39.50 client that he
was using to access his Zebra installation. It's Zap that wasn't able
to compile with TCL.

That said, the fact is most (if not all) of the core koha developers are
developing for Linux and Unix systems. So it's not surprising that Koha
runs best on Linux and Unix. I'm sure if someone sponsored improvement
of the Windows support it could happen very fast.
