There's no cancellation acceptance workflow (there was, originally, and I
stripped it out). The main intention here is to let the staff know that hold
has been cancelled even if waiting. I guess we could just remove it from the
OPAC view. As it is really cancelled. Just having this intermediate status to
be able to alert staff in different places.
