In my library we have just 1 line in the UserJS, a call to a _big_ js file (with $.getScript) located in public/js We are happy with that because it allows us to version the js code outside Koha. Same thing with the CSS...

I am not sure to understand well what you're planning, but would our way of doing things still be possible?
