On the checkout page, the message (without link) is the same for users with and without the patron modification permission.
I can't reproduce this problem. Can you double-check that the "edit_borrowers" permission is the one you're setting, and that you're logging that user out and back in after changing permissions? -- You are receiving this mail because: You are watching all bug changes.
