The redeclaration raises a SyntaxError that kills the whole inline script (opacbookbag, OverDriveEnabled, etc. end up undefined). The constant is not used, remove it. 2. When a checked facet limit filters the result set so that another checked facet no longer appears on the page (e.g. au:Austen, Jane together with holdingbranch:CPL), the facets JS rebuilt the limit list from the facets displayed on the current page only, silently dropping the limit of the hidden facet on the next "Refine search".
