Humm, I don't think it is a good argument. A module with unit tests is easiest to maintain than a module like C4::Context (~1000l) :)
Chris, I think that Jonathan has a point here. Maintaining a small and clear coded module will not be a pain. The maintenance problems will not be in this kind of module, but in complex modules and scripts dealing with circulation among others.
