Warn instead. (Note that we have AcqCreateItem set to cataloging. Normally, there should not be items.) If no items, delete on confirmation. (This could be the first confirmation; in that case the confirmation for deleting an order should be clear about that.) If supplier1 does not have the book, could supplier2 have it?
