The revised bug 41809 patch implements the persistent workflow requested in comments 8-10 while preserving fulfillment semantics: item B fulfills the hold, and item A receives a separate "Awaiting pickup-shelf cleanup" task in waitingreserves.pl until an accepted check-in clears it.
