There is a difference between retaining circ history (and OpacPrivacy might be batter called PatronCircHistoryRetentionPolicy) and making patron's information available to other patrons.
The new system preference (AllowStaffToSetRelativesCheckoutsVisibility) will allow to disallow staff to change the relative's checkouts sharing in OPAC. I like that, but I still see a problem with the reading history and the relative's checkout being tied together. If you allow one, you HAVE to allow the other - but both are quite different features.
