In my experience, library staff periodically gather up materials lying around, and check them in as an "in-house use" before re-shelving. This is useful in that it shows that someone used it (at least once) even if they didn't actually check it out from the library. However, this feature doesn't seem to be that type of "in-house use". If I understand correctly, this would actually be a check-out to a patron? The idea being that they're not allowed to take it out of the library?
