Rebased. After some testing it seems it's working.

The hold rules checker seems to be working. However, the patches contained tons of related changes due to an error when running the auto_rebase script. So likely broke other stuff while miraculously having the hold rules checker working. I'll keep digging into this. -- You are receiving this mail because: You are watching all bug changes.
