Good thing for dayly and monthly publication. As for weekly issues, don't know if it's realistic but what about basing calculation on week numbering (iso 8601) ? Some review (not so unusual cases) announce clearly their "not issued weeks". Example the New Yorker publishes 5 issues that runs along 2 weeks and they are cited in the publication information block.
