Since Jonathan removed the files, "perl Makefile.PL" creates a Makefile that doesn't include the CSS and JS targets in "PM", so they don't get copied into "blib" and don't wind up in the tarball (for tarball/package installs). If we're going to use Makefile.PL to include generated files, we just need to add them to the "PM" argument in Makefile.PL and to call build-resources.PL with an argument that can be found in "PM".
