Koha is using AND operator, the URL looks like limit=holdingbranch%3ACPL&&limit=holdingbranch:FPL But the Active filters refers to the "OR" operator : "Holding libraries: Centerville [x] OR Fairview [x]" I haven't done any further testing on the other points.
