The bug has so many comments that I cannot find if there were any conversation about the new name. The new name is in my opinion ambiguous because "circulation" can mean many things: checkin, checkout, renew and so on. The earlier name was more precise and you could immediately understand what the tool does: You can set rules for overdue notices.
