Pushed patch with initial syspref PO file processor and trial fr-FR translation. Some things left to do before release of 3.2
-- extensive testing, particularly for use cases like this -- when running pref-trans install, ensure that if a syspref is not in the .po yet, that en-US text for it ends up in the output .pref anyway
You're correct. The 'update' process already do that. I will prepend it to the install process.

I've got it already. I agree that calling a script from a script isn't particularly awesome, but the template translation process is cryptic, and will/may change with 3.4...
Some things that may qualify as enhancements
-- improving .pref file format so that strings can be better tagged with linguistic information, making it easier to translate for languages that don't use an English-like word order in sentences.
This a more general issue in Koha. i18n and L10n could be improved.
