I wonder if it would make sense to implement this as a plugin? Not to bypass QA, but because the functionality will only be of interest to a subset of those libraries that do have patrons. It would also decouple the development from the release cycles of Koha itself. Thoughts? It does make sense to have it as a plugin, and some other systems have taken such approach. But personally I'd prefer making it a part of core Koha. This way we are by default advancing good privacy conventions in Koha.

Is it even wanted? It is, and I wanted to ask if you are still going to work on this? If not, I can try to rescue this Bug.
