Some libraries use 'Holds allowed (total)' = 0 to prevent patrons placing holds, but allow staff to place holds and have them fill. Traditionally 'holdsallowed' is a rule about how many holds can be placed, while 'Hold policy'/'reservesallowed' controls whether or not items can fill holds.
