I think I see where you're going. So,

IF SeparateHoldings = 1 AND library_groups.checkbox = 1 AND holdings exist THEN Display tab?

... with no need to make an adjustment to the SeparateHoldings system preference?

Re-phrasing to see if I read it correctly: If the pref is set and there are library groups with the "marker" for holdings tabs, use these.
