[Koha-bugs] [Bug 35765] No permissions to create Public Lists

As of our 24.11.02 Koha I am seeing new permissions available for Create public lists (create_public_lists) and Use public lists (use_public_lists), although they are not mentioned in the Koha manual. In digging through bugs I think these come from recent work on bug 13888. Can our bug here be closed?
