1. Patron search: landing page (without any searches) doesn't display the toolbar above the browse by last name area.

If the toolbar displays when there are results I think this is actually the desired outcome. I think it was a bug that the toolbar displayed before results were shown.

4. Authority search: I didn't see any sticky toolbar when searching and on the search results page.
