Even if items_batchmod_restricted is also checked, the user has unrestricted access to the batch modification by age rules. We need all staff to have at least restricted access to the batch item modification tool, but the batch item modification by age rules should only be accessible to whoever is responsible for configuring them (in our case, superlibrarians only).
