You can use DOM + chr if you like. Just choose chr instead of icu when running the installer. However, if ICU changes the format, then, yes, that's a bug, probably with Zebra.
It just occurred to me you might mean GRS-1 rather than chr. If that's the case, then I suspect it probably is a bug, probably an incorrect stylesheet path in koha-conf.xml or the like.
I've attached a couple of examples to show the difference?
Could you please upload the files somewhere we can access them without a password?
