Since this is a significant improvement over the past way of doing things and will give me a framework for more easily closing the release blocker bug 4151 [2], I intend to push this patchset in the next day or so. Before I do that, however, I am issuing a call for people to test and sign off on the patches.

I've reworked this feature to address some concerns and also added a script which can be run at any time from the command line to check the status of Koha Perl dependencies. As Galen mentions above, testing and sign off would be greatly appreciated.
