iirc, that's already in the "argentina" version of Koha (or something 
like this feature. Emiliano spoke of "debarred" rules wrking like actual 
"fines" rules.
. Ask Emiliano for it's code (& ask/bug him to commit the corresponding 
code too ;-) )
