yes, this method is translator safe.
the translator only hates <tmpl_if> INSIDE an html tag, like :
<input <!-- tmpl_if name="xxx"-->type="hidden"<!-- 
tmpl_else-->type="text"<!-- /tmpl_if --> value="ttt"/>
(in this case tmpl_if/else is inside an <input>
