[Koha-translate] Multilingual OPAC?

In my previosu email, in my last example I was trying to add some markup to
specify the language for CSS styling. This should show up like I intended:

Welcome, %s:  "<span lang='jp'> %sさん おはよう </span> :
<span lang='en'> Welcome, %s </span>"
