I've taken a quick look using https://hepsa.catalyst-koha.com.au/cgi-bin/koha/opac-search.pl?q=test, and the example https://hepsa.catalyst-koha.com.au/cgi-bin/koha/tracklinks.pl?uri=https%3A%… looked OK to me.
Do you have an example of it not working?

Hi all,
Our catalogue primarily lists online resources but have noticed that only URLs with the prefix http are linking out correctly from the OPAC. Any records starting with 'https' or other are returning with an error message even though the URL is correct. Does anyone have any advice?
