This should be a drag drop sort of thing, or a date posted order unless other order is manually assigned. You use this field to decide where to show the news (OPAC or Staff Client) - it should be labeled as such. Along those lines, when you view the news that has been posted you see that the Language is either Koha or en - which doesn't match the pull down.
