The top navbar link for "Circulation" points to "circulation-home.pl" (which is correct), while the link on the main page for "Circulation" points to "circulation.pl" (which works, but doesn't have all the helpful circulation-related links you probably want). This allows the user to pass the title on to another search tool: currently Google Scholar and Worlcat.
