Confirming the issue does nothing, as the barcode has been lost by the template (if I did have a barcode). Thus I cannot check a book out at all if I have a fine, even if it is less than noissuescharge. I would also suggest that the fix for this includes a permissions addition of CAN_override_circ, which would also present the confirmation dialog to someone with that permission.
