This will apply the schedule you define to all the branches in your system In fact this is not the case. The top level loop runs on branchcodes from GetBranchcodesWithOverdueRules. That function is essentially: "SELECT DISTINCT branchcode FROM overduerules WHERE delay1 IS NOT NULL AND branchcode <> ''" So default is not used. It turns out this is not the case.
