This bug comes from an error in checkauth (C4/Auth.pm), where a missing test cause this strange behavior. Also found a similar issue in check_api_auth, which cause C4::Service->init to fail if the syspref is set. For example, I was unable to change a syspref value when casAuthentication was set. This can be cumbersome. If a staff member wants to add an isolated branch, it will be necessary to uncheck many boxes after the creation. It could be useful to add a checkbox in the library creation form. This checkbox would be checked by default, and the associated description would be something like : "Allow transfers from all other libraries to this new library (this can be modified afterwards)" Then, leaving the box checked would do nothing else/more than what Koha does now. But when adding a child for a regular patron this table is empty even though a fitting patron category has been preselected.
