I think the break was added, bacause one of the navigations is indeed a bit narrower than the other, which also causes a problem with the correct translation "Anschaffungsvorschläge" that is too wide for the narrower version of the two. If the hold contravenes any other type of rule that would prevent the hold from being placed initially, that hold will never be trapped. So if you allow holds overrides the item will go in to the holds queue, but if you check that item in the box to trigger/trap the hold never appears. It would be trivial to copy koha-mysql to koha-mysqldump and call mysqldump instead.
