But after playing with this patchset a little, I noticed some small differences between using a locale that is installed system-wide and using a locale that is not installed (when set_locale returns false). As far as I can tell, it does nothing! You are correct, this has not been correctly implemented from the start. We have a top level permission, 'lists' where people expect it allows/disallows access to the lists area in staff, but that does nothing. It was only created for the sub-level permission about being able to delete public lists. See bug 13888. Maybe it should be called the replacement charge rather than replacement price. Also, many libraries use the list price or retail price - i.e., the price that is printed on the book, as the replacement price. We used to do that, plus adding a processing fee, but now we have dropped the fee and use the price we actually paid (the discounted price).
