The issue arises because this timestamp fails to reflect the local time zone of the respective library. For instance, when a user submits an ILL request at 3:09 pm local time, the 'Last updated' time incorrectly displays as 7:09 pm UTC time. This discrepancy is problematic as it misrepresents the timing of updates and may lead to misunderstandings. It would be helpful if "Checkouts are BLOCKED because fine balance is OVER THE LIMIT" would display when an account is over the noissuescharge limit. To recreate: 1. Add titles to a basket 1.1. Go to Acquisitions 1.2. Click Search in the vendor search box 1.3. Click "My basket" 1.4. Click "Add to basket" 1.5. Search for an existing record, e.g. Shakespeare 1.6. Click "Add order" under one of the results 1.7. Enter item information 1.8. Click Add item 1.9. Choose a fund 1.10. Enter a price in "Vendor price" 1.11. Click "Save" 2. Close the basket 2.1. Click "Close basket" 2.2. Click "Yes, close" 3. Go to the receiving page 3.1. Click "Receive shipments" 3.2. Enter a vendor invoice number 3.3. Click "Next" 4. Try to change the columns 4.1.
