I have learned since that it was meant as a way to make the list "read only" after you've added contents to it. I know I'm not the only one confused by this. However, it currently allows checkout from anywhere. It would be nice to have the option to limit such checkouts to only logins inside the local network and thus a limit by IP range preference would be a good addition to the feature.
