In C4::Reports the themelanguage call is not done in any of subroutines, but is called and use to populate an array that is used by many of the subroutines. So I think that will need to be shifted to a subroutine instead. Then each of the code refactored to pass the $cgi object in from the script and to the new subroutine that populates the array.
